D&H Construction is a corporation and was formed in 1981 and we have operated continuously since then.

D&H workers are skilled employees, many of whom have been with our company for ten years or longer.

Over the years, D&H has also developed relationships with reliable and responsive subcontractors. Many are qualified MBE/WBE enterprises. They know that we require their best performance and best price – and in turn, we always deal fairly, recognize our obligations and pay promptly.

Working as the negotiating general contractor, we have been involved in numerous projects that required extensive planning and revision before construction began. We have successfully worked with both owners and lenders, and are proud to say that our references will confirm our professionalism and competence. Our jobs have included many types of multi-unit construction, from complex rehabs to new construction. Many of the projects involved funding from HUD or CalHFA, or tax credits, and we have a good understanding of what the developer needs from a contractor for these types of ventures.

D&H Construction maintains high standards of craftsmanship and professionalism. Our past projects have included commercial construction and new homes, as well as high-end home remodels. We have participated in many projects that required asbestos and lead abatement, and we are familiar with all pertaining regulations. In addition, we have had extensive experience working with projects that have Prevailing Wage and Davis-Bacon wage standards, along with other local requirements.

We have been involved in numerous jobs requiring performance bonds since 1995 and have a working relationship with Mark Munekawa at Woodruff-Sawyer. Our bonding capacity is presently $75 million – however, this amount can be increased to qualify for a specific project. We are fully bonded and insured for public liability, property damage and worker's compensation.

Jeff Halperin and David Deslierres, Founding Partners

Founding partners David Deslierres and Jeff Halperin first worked together in 1976 when they remodeled a kitchen. They incorporated in 1981, and worked on all types of multi-unit construction, from complex rehabs to new construction. In the early days of the company, Jeff worked out of the basement office where he was involved in all aspects of the business operations while David was the lead site superintendent. As the business developed they moved into a larger office where they were able to expand the staff and grow the company, ultimately specializing in multi-family, affordable housing rehabs. David passed away unexpectedly in 2012, and Jeff continued to work until retiring in 2018.
